India receives more remittances than any other country on earth. In 2023, that number crossed $125 billion. And for decades, a significant chunk of that money was quietly eaten up by fees, exchange rate spreads, and correspondent banking chains that most senders never fully understood. A worker in Dubai sending money home to Kerala would lose somewhere between 3% and 7% of each transfer, depending on the corridor and the operator. That was just the cost of moving money across borders. Everyone accepted it.
That acceptance is now being tested. The expansion of UPI beyond India's borders is doing something structurally interesting to the remittance business, and the implications go well beyond cheaper transfers.
What Cross-Border UPI Actually Means
UPI started as a domestic rails story. Fast, interoperable, free for consumers. What NPCI International has been quietly building over the past few years is the extension of those rails into foreign corridors. The model works in two broad ways. First, linking UPI with a foreign country's domestic fast payment system so that a UPI user in India can pay directly into a local wallet or bank account abroad. Second, enabling Indian diaspora in certain countries to make UPI payments using their foreign phone numbers, essentially giving them access to Indian payment infrastructure from overseas.
Countries like Singapore, the UAE, Bhutan, Nepal, France, Sri Lanka, and Mauritius have live integrations at various stages. The Singapore corridor, which uses PayNow linkage, is probably the most mature. An Indian user can send money to a Singaporean recipient using just a phone number or UPI ID, with settlement happening in near real time across two separate national payment systems.
This is technically non-trivial. You are connecting two sovereign payment infrastructures, each with its own regulatory perimeter, KYC norms, and settlement finality rules. The fact that it works at all is worth appreciating.
Where the Economics Actually Change
The traditional remittance chain is long. A sender uses an app or agent. That app routes the transfer through a payment aggregator, which connects to a correspondent bank, which connects to another correspondent bank in the destination country, which finally credits the recipient's account. Each link in that chain takes a margin. The correspondent banking layer alone is expensive to maintain, and those costs get passed on.
UPI interoperability, when done well, compresses this chain. If two countries have linked their fast payment systems, the transfer can move from one national rail to another without the correspondent banking detour. The settlement might still involve central bank forex arrangements or a nostro-vostro layer, but the number of intermediaries extracting margin shrinks considerably.
The World Bank tracks remittance costs by corridor. The global average has hovered around 6% for years, and the G20 has a stated target of bringing it below 3%. Some UPI-enabled corridors are already operating at fees well under 2% for standard transfers. That is not a marginal improvement. For a family receiving $500 a month, the difference between 6% and 2% is $240 a year. Real money.
What This Does to the Existing Players
Western Union, MoneyGram, and the dozens of regional money transfer operators built their businesses on the friction in this system. Their physical agent networks, their brand recognition among migrant communities, their relationships with correspondent banks, all of that made sense in a world where there was no alternative. That world is changing.
The more interesting pressure, though, is on the neo-remittance fintechs. Companies like Wise and Remitly have already disrupted the legacy operators on price and experience. But they still rely on their own banking relationships and internal liquidity pools to offer speed and rates. If NPCI International and its counterparts succeed in building genuinely interoperable public infrastructure, the structural advantage of having a large balance sheet to pre-fund corridors becomes less important. A smaller player with good UX and regulatory compliance could theoretically offer the same corridor at similar economics.
That is a meaningful shift in competitive dynamics. The moat moves from capital and banking relationships toward distribution, trust, and compliance capability.
The Regulatory Complexity People Underestimate
Here is where the optimism needs some grounding. Cross-border payments are not just a technology problem. Every corridor involves two sets of regulators, two sets of AML and KYC rules, foreign exchange management frameworks, and often political considerations about which countries get to connect to which infrastructure.
India's FEMA framework governs outward remittances, and the RBI has been thoughtful but cautious about how UPI interoperability gets structured. Transaction limits exist for good reasons. The $250,000 LRS limit applies to individuals, but the per-transaction limits on UPI international corridors are far more conservative, often in the range of a few thousand dollars. That makes the technology useful for small, frequent transfers, which is exactly the remittance use case, but limits its utility for larger business payments.
There is also the question of forex settlement. When a UPI transfer crosses a border, someone has to handle the currency conversion. Right now, that often happens at the bank or payment system level, not at the app level. The rate the end user sees depends on how that settlement is structured, and it is not always transparent. Getting this layer right, both technically and regulatorily, is where a lot of the hard work still sits.
The Bigger Picture for Indian Fintech
India exporting its payment infrastructure is a genuinely new phenomenon. UPI being adopted in other countries, NPCI International signing bilateral agreements, Indian payment rails becoming the default option in certain corridors, this is soft power of a very practical kind.
For Indian fintech founders, the cross-border UPI story opens up a real question about where the next layer of value gets created. The underlying rails are public infrastructure, which means the commodity layer is being provided for free or near-free. The opportunity is in building on top of that: better FX discovery, multi-currency wallets, compliance tooling for businesses, remittance products tailored to specific diaspora communities.
The remittance market is large enough that even capturing a small slice of the efficiency gains creates significant business opportunity. But the companies that win will need to understand both the payment infrastructure and the regulatory environment deeply. The technology is the easier part. The trust, the compliance, the last-mile experience for a migrant worker who may not be highly digital-literate, that is where the real product work happens.
The economics of moving money across borders have been stubbornly resistant to change for a long time. UPI interoperability is not a magic fix, but it is the most credible structural intervention in this space that India has produced. How far it goes depends on how many corridors get activated, how the regulatory frameworks evolve, and whether the private sector builds compelling products on top of the public rails. The pieces are in place for something significant. Whether it actually delivers at scale is still being written.
